Signing Ceremony of the MoU on Seventh Framework Programme

TALKING POINTS
It is a great honor being together here for the signature
of the Memorandum of Understanding on the Turkey’s association to
the Seventh Framework Programme of the European Community for research,
technological development and demonstration activities (2007-2013).
First of all, I would like to thank you, Director General, and your staff
for your excellent contribution for the conclusion of this Memorandum
of Understanding.
Turkey was associated to the Sixth Framework Programme (2002-2006). In
this context, our broad cooperation with the EU in the field of science
and research provides us a new vision and stimulates our scientific community
to increase the number and quality of research activities for the purpose
of technological development and innovation.
Turkey’s association to the Sixth Framework Programme also facilitated
the negotiations of the Science and Research Chapter. You may recall that
we have opened and temporarily closed this Chapter on 12 June 2006.
Our participation in the Seventh Framework Programme is a further step
for Turkey towards integration with the European Union. We believe that
scientific co-operation has a significant role in integration.
We wish to increase our performance in the Seventh Framework Programme.
This will certainly help us in sustaining the economic growth and competitiveness.
To this end, we need to increase our number of researchers, improve our
research capacities and establish specific research centers in Turkey.
We should also work hard for involving Turkish business and industry
more in the research and innovation activities.
We think that we have found an equitable solution for Turkey’s
substantial financial contribution. However, we should evaluate the situation
at the end of the first three years as envisaged in the Memorandum of
Understanding.
We also negotiated and concluded a specific Action Plan for Turkey with
the Commission with a view to increasing Turkey’s participation
in the Seventh Framework Programme. We expect that the Action Plan will
be implemented duly and extensively.
Last, but not least, we are quite eager to have a European Research Center
in Turkey. The Commision’s support is valuable in this respect.
We hope that Turkey’s participation in the Seventh Framework Programme
will be beneficial for Turkey, the EU and the other associated countries.
Let me conclude by expressing my gratitude to you and your collegues
for the precious efforts made in the preparation of the modalities of
Turkey’s participation in the Seventh Framework Programme.
